S. 723 – Utility Energy Service Contracts Improvement Act of 2015
The Utility Energy Service Contracts Improvement Act of 2015 (S. 723) was introduced in the U.S. Senate by Sen. Brian Schatz (D-Hawaii) on March 12, 2015. Alliance Honorary Vice-Chair Sen. Chris Coons (D-Del.) is a co-sponsor, along with two other senators. Most recently, these provisions were included in Section 1005 of S. 2012, the Senate’s comprehensive energy bill. An identical version of the bill was introduced in the U.S. House of Representatives (H.R. 1630) by Rep. Adam Kinzinger (R-Ill.) on March 25, 2015, with Rep. Peter Welch (D-Vt.) co-sponsoring it. Both Rep. Kinzinger and Rep. Welch are Alliance Honorary Board Members.
Summary
This bill would amend the National Energy Conservation Policy Act by stipulating that federal agencies would be able to use utility energy service contracts to meet energy efficiency and conservation mandates and laws, and that these contracts would be able to last longer than 10 years but not beyond 25 years. These contracts would include requirements for measurement, verification, and performance assurances or guarantees of the savings.
