The Scoring Calculations for Our Residential Energy Act (H.R. 6212), or SCORE Act, was introduced in the U.S. House of Representatives by Rep. Matt Cartwright (D-Pa.) on September 28, 2016. The bill has several cosponsors, including Alliance Honorary Board Member Rep. Paul Tonko (D-N.Y.).
Summary
The bill would authorize the Department of Energy’s Home Energy Score Program and allow it to be used, on a voluntary basis, to identify cost-effective options to reduce energy consumption in homes.
Key Provisions
The Department of Energy shall maintain a Home Energy Score Program, which would provide homeowners and/or borrowers with a score document that details energy consumption performance and identifies cost-effective options to reduce energy usage.
To produce the score document, a home assessment would need to be completed. This involves a walkthrough of the home to collect the information needed to produce a score. Home assessments will be completed by an assessor who holds a relevant qualifying credential approved by the Department of Energy.
The score document will grade a home on its energy consumption for heating, cooling, water heating and other variables identified by the Department of Energy to be appropriate to enable cost-effective reductions in energy consumption. In addition, the information collected during the walkthrough of the home will be used to differentiate specific energy uses within the home and will be presented on a relative scale based on Program benchmarks. The score document will also provide recommendations for ways to improve the score and the energy efficiency of the home. Lastly, these score documents will be available for both new and existing homes.
