Revamped Portman-Shaheen Bill Would Deliver Energy Savings
WASHINGTON—The Alliance to Save Energy released the following statement from President Jason Hartke about the Energy Savings and Industrial Competitiveness Act, introduced today by Sens. Rob Portman (R-Ohio) and Jeanne Shaheen (D-N.H.):
“Senators Portman and Shaheen have revamped their bill to use some of the best tools available to use energy more efficiently. These policies would strengthen the economy while reducing greenhouse gas emissions.”
“It’s a better-than-ever plan to accelerate energy efficiency, and it’s time to get it across the finish line. It’s too expensive to keep leaving these energy savings sitting on the table.”
“One of the most important things this bill does is to help states, Indian tribes, and local governments implement and enforce building energy codes, which are critical energy-saving opportunities. There are too many homes, offices, and other buildings still built in ways that will waste large amounts of energy, and this bill would steer resources toward the local officials and homebuilders who can make big improvements.”
“The bill would help ensure homeowners can realize a return on investment for energy efficiency upgrades by updating mortgage rules to account for the value of energy savings. Energy-efficient homes would finally be appraised to reflect the lower energy costs they deliver, in turn making them accessible to more homebuyers and encouraging their construction.”
“The Senators’ plan would also ensure improvement in the efficiency of the federal government’s own large inventory of buildings and facilities, reinstating targets to ensure progress.”
Sen. Shaheen is honorary chair of the Alliance while Sen. Portman is an honorary vice-chair.
